    本文根据所存留的相关档案资料，以四川彩票章程的规定、四川彩票总公司的机构设置为中心进行梳理介绍，凸现晚清彩票拟欲实现发行制度化的建构尝试，揭示中国近代彩票由简单、零星、无序逐渐走向制度化的过程。

英文摘要：
    Based on the extant archives, an examination as well an introduction is made of the regulations of Sichuan Lottery Constitution and the establishment and operation of Sichuan General Lottery Corporation, to show the building attempt at the realization of lotteryissuing institutionalization during the late Qing Dynasty, and to reveal the process of Chinas modern lottery developing from a simple, fragmentary, disorderly one to its institutionalization.
